Through survey and inventory, Clio Consulting, LLC assists communities in understanding what historic resources they have and in planning effectively for their preservation.
Good planning relies on good information. A historic resource survey begins with research and community engagement to understand a place’s history and the types of resources which may be present to convey it. We then devise a plan to explore the community block by block, street by street, building by building, and collect information on its historic built environment. A survey report presents local officials and the public with an inventory of potentially-significant resources and recommendations for next steps for their protection and preservation.
ALIQUIPPA HISTORIC RESOURCES INVENTORY

Clio Consulting researched and inventoried Aliquippa’s downtown and prepared a report of findings and recommendations regarding National Register eligibility for a potential historic district. Built as a company town for the the Jones & Laughlin Steel Company during the early 20th century, Aliquippa’s economy was sustained almost exclusively by the activity of its steel mill and declined precipitously after the mill’s closure in 1984. Today, threats include disinvestment, vacancy, and flooding, but a section of Franklin Avenue still retains high architectural quality and integrity.
CITY OF PITTSBURGH ARCHITECTURAL INVENTORY

In association with Michael Baker International, Clio Consulting conducted an agile, paperless survey to update the City of Pittsburgh's Historic Resources Inventory in conjunction with its Cultural Heritage Plan. Over ten years and 15 neighborhoods, Clio principal Angelique Bamberg performed background research and produced detailed historic context narratives; assisted in design of the survey instrument and method, following PHMC minimum survey requirements; co-conducted the reconnaissance-level survey utilizing digital tablets for data entry and photography in the field; and co-wrote the Reports of Findings and Recommendations. Neighborhoods surveyed include Troy Hill, Spring Garden, Spring Hill, Larimer, Carrick, Brookline, West End-Elliott, Brighton Heights, the Middle and Upper Hill District, Crawford-Roberts, Allentown, Knoxville, and Oakland. One outcome of this effort was a recommendation that the Hill District be designated as a Traditional Cultural Property, a recent NPS tool designed to recognize places which retain a strong sense of cultural history and meaning despite significant loss of integrity which disqualifies them from becoming traditional historic districts.
City of Pittsburgh Architectural Inventory Project
BEAVER HARB TRAINING and HISTORIC DISTRICT INVENTORY

Clio Consulting was engaged by the Borough of Beaver to train the members of its newly-appointed Historic Architecture Review Board (HARB) in administering its Historic Preservation Ordinance and in best preservation practices. The Borough’s ordinance established a local historic district, co-terminus with an extant National Register Historic District, comprising the entire 1792 plat of the community and most of the present-day area of the Borough. In 2015, funds were made available through the PA SHPO to update Beaver’s inventory of some 1450 resources in the historic district. Clio Consulting led this inventory and made recommendations concerning the district’s boundaries and period of significance.
